Is my kid the right age for it?

Certified for ages 3 and up, and best suited to 3-8. The 88 lb capacity is the real constraint for two riders - two 6-year-olds will typically fit, two 9-year-olds usually won't. At 1.9 mph on the low setting a cautious 3-year-old can start out slowly, which is why the adjustable speed matters more than the top speed.
